Hello everyone! 

I've been trying to modify through PLCSIM some inputs and outputs of tags I've created on the hardware configuration. I can force them but I can't modify them. I keep getting the following message:

"Address selected, but it is not being modified on the CPU" 

Is there a way to fix that? Or I just can't modify hw config tags using PLCSIM?

Please add some screenshots in a ZIP file of what you have and what you get. Also mention the version of the software. The inputs and outputs used in the simulation table should have a :P added to the tag symbol. 

Double check that the IO is actually configured in hardware. It should also update automatically.

I'm currently using TIA Portal V15.1 Update 3

I can modify the output signals though, but not the inputs. 

In the pictures you have 1) my tags declared on the hardware config. and 2) the watch table.

I see the problem.
You need to create the equivalent of the watch table inside PLCSIM.

1) Open the full view on the PLCSIM and open a new a PLCSIM project.

2) After creating the full version simulation project:
Create some entries in the simulation table.

Inputs can be manipulated there.
