I can understand your frustration,  it is hard on your morale to feel stuck in the same point. 

I suggest you take this one step at a time. Start with the proposed link for the MQTT library. Thereyou will find documentation and code for TIA Portal v15.1 and v16 projects and libraries. This will allow you to see how a S7-1200 can use MQTT standards directly to connect to the cloud.

Once that works you can adapt your project so the certificates and device names can connect to Watson, in the same way.

but when i try to add MQTT library into tiaportal v13 i cant find the file like the document said ..

Herein is no answers, but it may focus your attempt to get help.

The example that Mr. Chartier gave you is the optimal solution. The trouble is that there are specifications that you need for the S7-1200. (1) S7-1200 of firmware V4.4 (2) Using Step7 V16.

Other combinations are documented in the PDF which is given in the linked web page Mr Chartier spoke of.

Is your aim to link to IBM's Watson platform? What is your most basic target? Would it be possible for you to use an IOT between the PLC and the cloud service?

If you remain with direct link from S7-1200 with using TIA V13 -
Consider starting a new topic under 'Communications / Networks' spell out exactly what you have and what your target is.

(Saying TIA V13 is not good enough for example.. the full version number is needed. Saying S7-1200 is not good enough.. the full description and firmware version is needed.)

Old hardware and software limits your options significantly.

Configuring of the CloudConnect 7 with MindSphere, Microsoft Azure and Amazon Web Services (AWS)

Unfortunaley the Example does not explain IBM Cloud but following the manual of CC7 it should work.

The short answer is : No.

The long version:
The library is only available for V15, V15.1 and V16. 
Your V13 is not supported. If you want to use it, you have to program it by yourself...
