How can synchronize the time of starter with PLC or system?

the page NO.12 in the first link(time synchronization (745,2 KB)) in the PDF file.exactly the problem is in setting the address in the red box as shown in PDF,page =12.in this point in my software,there is "?" and is not changeable.

thank you for your guidance.I checked the HWConfig,that you told me ,and this step is solve now,but I should be continue the next step for changing the time of system.and if there is some problem,I will ask of you in this post.
