first you speak for TIA V13, now you speak for Simatic Manager .

TIA V13 and Simatic Manager are different SW Packages.

So please tell exactly what is the job that you will do !

the SCADA Software for the Classic SIMATIC is WinCC.

You must Order and install the SW Package and then you can create the Scada project and sync it with your  STEP7 project.

Or if you need only a simple HNMI with Panel you can use WinCC flexible or WinCC flexible RT (installed on a PC) to visualisize the PLC Data.

my another is that .i have a program of ktp 600 mono basic in tia v13. can i make it runtime application.how can i create it  and how can run in wincc runtime software. pls explain with some step

if you have the TIA Project with the KTP try the following:

go to device view of the Panel

right Mouseclick on the Panel -> Change device/Version , here all possible devices you can use are listed and you can select the right one for you.

BUT!

You can't convert the TIA KTP project to a Classic Scada / HMI project, this is not possible, in this chase you must create a new project for the Scada/HMI.
