Don't works means that:

During installation of WinCC RT Prof. v13 or WinCC Prof. v13, I've the same error on installation: ACE60.dll.

But I could go on and, when I've all installed, I could create a project but, when I compile it, it throws this error:

"WinCC" SQL Instance not running...

 ok you can check the SQL Services for WinCC in the Windows Service Liste if the are running correctly.

If the Service SQL Server (WinCC) is not running or installed then this error occurrs during the compile.
Do you use the same login for working with tia and install tia?

Which region settings you use on the System?
Is 8.3 support enabled or disabled?

Which VM you use and which versiopn?

8.3 disabled.

Win7 updated on 2014.

Regional Settings: United States - English

Virtual Machine: VMWare Workstation 7.0

 ok 2 points which can cause this problem with the install on the system.

you should try to update the basisimage and enable the 8.3 support, then try again the install.
