All the time there is written "Failed to open Windows Installer database: C\WINDOWS\Installer\6a4cb.msi" Please suggest to me what I have to do to install the software? Just PLCSIM didn't work there, that's why i uninstall this and in the reinstalling time i am facing this problem.

Try installing a VM with Win7-64 and install TIA Portal V13 in the VM. shoeb14 Dear Daniel Chartier, Once I installed this software in Windows 10 OS and worked there well.
