Need help to get the pumps work equally well

How can I  the pumps work equally well?
This program should not be that hard.
The application I want to do;

I1 = 1    And

I2 and I3 = 1

Q1 = 1
Q2 = 0   example  "After 72 hours"

Q1 = 0
Q2 = 1  Continuous loop 

But the important thing condition

I1 = 0, or Power off, "Timer pause".
I1 = 1, "When the clock to continue from where the last remains"

this is a good example. But it does not solve my problem. Because there is 1 digital imput and 2 digital outputs. Pump 1 and 2.

When digital input 1 (high), q1 and timer will start working together. so Q1 = 1 and timer on

when digital input 0 (low) ,  Q1 = 0 and timer pasue. 

example: Timer set    "10"

I1 =1
Q1 = 1
Q2 = 0
timer = 1, 2, 3, 4, 5, 6,

I1 = 0
Q1 = 0
Q 2= 0
timer = 6

I1 = 1
Q1 = 1
Q2 = 0
timer = 7, 8, 9, 10

I1 =1
Q1 = 0
Q2 = 1
Timer = 1, 2, 3, 4

I1 = 0
Q1 = 0
Q2 = 0
Timer = 4 

I1 = 1
Q1 = 0
Q2 = 1
Timer = 5 6, 7, 8, 9, ------------ Back to top.

Also, if one of the pumps fails, the other pump will continue until the fault is rectified. This process is easy.

For Pompa 1 = I2 
For pompa 2 = I3
