This error occured to me too. By redownloading OS from ES, the problem was solved. Probably WinCC data was somehow corrupted. |

I also have the problem sometimes but not during restarting. Sometimes, I don't know why, I receive this message. |

are u playing with any network connections? enabling disabling some networks ? wireless or somethings ? do not :) |

Yes. We have reformatted server and did complete reinstallation. So far no error has appeared. |

We haven't had this issue since we upgraded to Version 7.1. A few rocky downloads though! |

Actually whole system has been upgraded from v6.1 to v7.1. So every Siemens software on the servers are on latest versions. |
