I do not think a "Reset to factory settings" is possible.

I 've heard, the panel must be returned to Siemens, when panel is stuck on showing this logo.

Kindly have a look at the following from Siemens Support:

If the screen of panel lost the image and doesn't boot anymore (hung up showing the grid and text "SIMATIC HMI" ),it is not possible to do a reset to factory settings and you should send it to Siemens repair center.
