a crosscutter has a knife. If the circumference of the rotary knife fits to the cutting length, so the cutter would be in 1:1 relation to the material. If the cutting length is shorter, the cutter has to be faster. But not in the cutting area (normally there the speed of the cutter has to be the same as the material) . So outside this area the cutter can accelerate (for shorter cutting length as the knife circumference) or the cutter has to decelerate (and wait) for longer cutting length.
