Hello Siemens_Beginner; APT was a very advanced process control programming software developped by TI for their TI505 and Tistar controllers. When Siemens purchased TI's automation division, APT slowly evolved to what is now PCS 7. Like PCS 7, APT used SFC and CFC as programming tools. Certain functions such as SSENTRY and SSARM were called Safe-State SFCs, and were used to control the execution of other SFCs. From the APT programming reference manual: A safe-state SFC is a special SFC that is designed to interrupt the execution of other SFCs. A safe-state SFC can execute an emergency procedure, or it can perform special processing out of the normal flow of control. https://support.industry.siemens.com/cs/ww/en/view/13836973 The screeshot below gives the basic description of the blocks you are enquiring about, look at chapter 13 in the manual for a few more details. Now, I have no idea how you are managing to reprogram SFC and CFC blocks from an APT program into a TIA Portal program, it must be quite a bit of work. But these functions are supervisory SFCs that would require another level of overview of the flow of your program, something, like MCR instructions used to block execution of ladder rungs on demand.
