I am getting the same "error message" when I attempt to duplicate the project using the Project Duplicator tool..."the user does not have the rights to perform this action! Please check the assignment of the current user of the user groups in windows". 

The suggestions above do not seem to take care of the issue for me. Any additional suggestions to help in this regard?

this does not have really to do with the user-rights
I think, you have copied this project from a Simatic Manager Enviroment,
and try now to open it directly with WinCC native.
In this case you get such a message.
If you would like to open this project directly with WinCC native,
you have to remove the so called "TIA"-Flag in the configuration database.
To remove the "TIA"-Flag used the MS SQL Server Management Studio,
attach the configuration-database of the WinCC-project.
Go to table "dbo.CC_Prj_Options, delete there the entry "UserInterFaceMode.TIA"
and all other starting with "S7...".

 I think this method by Mr. Georg Berghof was just a temporary solution for the "user right error..". Yes this method was successful, deleting TIA and S7 entry in the SQL Management you can open the os project, but everytime we do entire/changes download in the os servers, same error occurs. 

Is there any other solution for this issue?

 I have the same problem. Can you be more specific regarding the solution about deleting the entries? 

I assume I would have to execute SQL script something like

select * from CC_xxxxx.[dbo].[CC_Prj_Options]

and then to execute DELETE command in SQL?

It worked 

by deleting TIA flags ans s7... tables from SQL.

 i have the same problem but i did not find any "UserinterfaceMode.Tia" in "dbo.cc_Prj_Options"
