At first, don´t mess with versions. socaoh has V15.1 and the project on the PLC is also V15.1. otherwise he couldn´t go online without a message or a hint and I can´t see any of this in the first Screenshot.

You need to do like Christoph said. open an empty project. you don´t need do project any station. Then go in the menu to "Online"->"Updlaod device as new station (hardware and software)... In the following window you can choose the PG/PC-interface, where you are conneted to the CPU. Search for accesible nodes and chose your PLC. Then press upload. TIA is creating a station from the uploaded data with HW and SW.

You can only upload the PLC. HMIs doesn´t support this function. You can not get a Project-file from the Runtime-File. Its like you want to get back the eggs from your pancakes.

If you compare the online to offline, you can see if they are in fact the same - which they always have been for me.

Something may be related to an instruction version in the Portal project used to upload and the version of the instruction loaded in the PLC.

Let's say the original project was V13 and was upgraded to V13 SP1 and then V15.1, but the instructions were not all updated to the latest available for the PLC firmware / Portal version.  When the new project was created and uploaded, the versions can be different but look the same to you and me.

They may even operate exactly the same, just more efficiently, or more correctly (if there was a bug in older versions for example).

If you read all from the begging You can see that - is possible to UPLOAD the PLC program but after that when go online there' s  online -offline differences even PLC is not protected.

In the photos I ve attached you can see that hardware is OK-Green 

That was my primary problem.
