How do I fix "Project manager for configured WinCC Server is not already running"

I am installing an Engineering PC with Simatic Manager, Step 7 V5.6, S7 Distributed Safety Programming, WinCC 7.0

I can open a project (where the WinCC part is in version 7.0) with Simatic Manager but I cannot open the WinCC part of the projecr with the project explorer?

What am I missing and how do I fix it?

On most of our machines we are running WinCC 7.4 but we still have some 7.0.

To be precise it is WinCC 7.0.3.1 and STEP 7 V5.6 SP1

Is it simply not possible to run these 2 together?

What is the newest Step 7 I can run together with WinCC 7.0.3.1

How do I install the AS/Os-Engineering component?

Hello xmnj,

the WinCC 7.0 is a very old version and Step 7 V5.6 is
the newest of Step 7.
Depending on the Servivepack of WinCC you have the following
compatibilities:
WinCC V7.0 without SP = Step 7 V5.4 Sp3.1
WinCC V7.0 with SP1 = Step 7 V5.4 Sp4 and SP5
WinCC V7.0 with SP2 = Step 7 V5.4 Sp5 and V5.5
WinCC V7.0 with SP3 = Step 7 V5.5 SP2

Futhermore it seams that the component AS/Os-Engineering is
not installt.
