It didn't (doesn't) work with a drop cable directly from the  Engineering Station to the Basic Panel so it is not a router or switch that is blocking the communication.

What else can I try to make it work?

No - not through an office router.

In some cases I would go through a small switch on the actual machine (which works flawlessly with Simatic Manager running in the same VMware machine). I could live with having to put the drop cable directly in the network port on the panel.

In this case I am testing it on a spare panel (since I also wanted to test the download via USB stick before I did it on the real machine). So the drop cable is directly from the network port on my Engineering PC to the network port on the panel.

And I CAN ping the panel but not access it with my TIA v18?

Are you connected through a office router to the machine or are you directly connected to the local Profinet of the machine? Many routers block the Layer 2 comms that Profinet needs. Link Layer Discovery Protocol (LLDP) needs to be enabled in the router and port 102 open.

 

 Ping is irrelevant in Profinet comms, it's based on MAC address and for that to work LLDP needs to be enabled.

If ping is working, it only offers you the info that the device is in the same network, not that you can establish Profinet comms with it.

To repair an installation, you will have to start the installation again. 

Then there is a possibility to repair the installation.
