When I want to install Industrial Library 9.1 SP1 on PCS7 9.1 SP1, I Receive an unreasonable error. As you can see in the bellow passage, it says this software is not installed on your system, even though I want to install it!!

(SIMATIC IL PCS 7 Function Blocks as addition for APL is not installed on this computer)

Please guide me.

Since we can't see your screenshot, I'm going to assume you are trying to install just the update first, so:

You must purchase IL 9.1 using one of the part numbers listed here:
Sales and delivery release incl. download: SIMATIC PCS 7 Industry Library V9.1 SP1 and updates
or
Sales and delivery release: SIMATIC PCS 7 Industry Library V10.0 and Updates

You can't install the SP or any updates from the updates page without the base product installation first.  So after doing above, then you can apply the appropriate updates.

Other possibility, if made wrong assumption about missing screenshot:
If you actually have the base installer and are running into the version specific problem of windows compatibility (9.0 or 9.1 has this issue iirc), then you have to manually run the installer(s) not using the wizard installer and brute force install them from the folders before applying the updates.

See my previous post.  That is the message you get if you are trying to install IL 9.1 SP1 or the UC media before you installed the base IL 9.1.  

It must be installed incrementally.
