I experimented several problems using that awfull TIA ADMIN. I spent many hours to manage to make it work so i hope this topic may help other.

My System :

• Windows 11 24H2
• TIA Admin V3 SP5    (Download here)
• Licence manager 6.2 Upd3 (Download here)

When I tried to use it this error happened :

This page can't be reached localhost refuses to connect.

What you need to check :

• You must be logged with a profile necessary having TIA openness group privilege. You can be administrator but its not necessary. (I also have TIA engineer and simatic HMI privilege)
• Using Windows 11 24H2, you need to install WMIC manually. (Microsoft page to do it)

Wrong or old thing to check :

• Changing broswer is not necessary . My TIA ADMIN is working with Chrome, Edge, Firefox and Brave.
• Change the link because of your language is not working  anymore. My ink is TIAAdminV3_SYSTEM.html
• "the thing" with script can't work with V3 (1. start_server.cmd, 2. start_chrome.cmd or start_firefox.cmd...)
• TLS protocol used are 1.2 and 1.3 (default setting)

Last thing : The login and password requested is your windows session login, not the siemens one. (that's really stupid i knnow...)

Last thing (2) : I have to wait about 2 min on my Virtual machine before the home page works.

 (feel free to add informations since "official way" is silent for years now)

Try the following:

Check connection

Check the proxy and firewall

ERR_CONNECTION_REFUSED
