if you have installed WinCC Flexible SP 5 and TIA Portal on the same Computer then you can do the migration in one Step in TIA Portal. If you have no WinCC flexible installed on the TIA System then you can use the TIA Migration Tool to do the migration in two steps (but its also very easy)

Be sure you do not use TIA V20 for this because the migration of old systems is not longer supported

But as you have mentioned V17 should be OK for PC Runtime projects (for Panel projects you should migrate to V14 because a lot of old panels like Multipanels are not longer supported after V14, and you theses to do the migration before changing in new panels)
