I'm facing the same issue. I'm using an XC206 (ref. 6GK5 206-2BS00-2AC2) with firmware v4.4, using TIAv19 Upd3.

I manage to assign IP address through the Online Access. Then I've tried to use first directly TIA to configure the switch, no success, I've then tried the Web Based Management page, but I'm still not able to download a configuration in the switch using TIA.

I've setup a user password in TIA

I've setup the security on the project, with a specific role for switch loading (and a user with this role)

I've the same failure message : "The time for the data transfer has expired. Check the device"

I'm thinking about escalading this issue to Siemens support.

If anyone solved this issue, I'm interested in.

I create a Siemens support request and here was there answer :

Dear Mr xxxx,

the problem affects all TIA versions that contain SCALANCE modules that support TLS 1.3.

The following SCALANCE modules are affected from the following FW versions (with TLS 1.3):
• XC200/XP200/XB200/XR300WG/XF200BA: v4.2
• XR500/XM400: v6.4
• SC600: v2.1
• M800/S615: v7.1 (last TIA integration)
• W700ax: v1.2
• W700n: v6.5 (last TIA integration)
• W1700ac: v3.0 (only TIA integration)

Using the file in the sharepoint I will open, communication is set to TLS 1.2 system-wide in the Windows registry.
This allows the SCALANCE to be loaded from TIA.

The register key to be modified is the following :

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols\TLS 1.3]

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols\TLS 1.3\Client]
"Enabled"=dword:00000000
"DisabledByDefault"=dword:00000001

You can copy / paste these lines in a blocnote, with the *.reg extension and execute it.

You MUST then restart your PC

BUT....

This was not enough...

When you do the loading process, do not be too fast, but do not be too slow too. I did a wireshark trace of the loading process, and at some point, the communication timed-out !

So here is my feedback :

When you are at this screen of the loading :

Fill in correct informations, but DO NOT CLICK load when you get this screen :

INSTEAD : clic on Refresh.

This will 'kind of' relaunch the temporisation for the loading process.

Then the loading can be executed :
