Is this normal error for this device with only power being connected to it? The diag. led is flashing red, and I would like to know if this is normal behavior if there is nothing connected to the module.

A diagnostic LED flashing red on your module siagnifies "Module Parameterized and moduele diagnostics", which translates to: you have problems with your input and ouput IO-link devices.

Whenever you have a diagnostic LED indicating a fault, the CPU's diagnostic buffer registers a coded fault message, the following link gives the description of these alarms and their code:

Open the diagnostic buffer of the CPU and use this table to examine the messages linked to your IO-link master, it should be easier to understand the fault.
