Not possible with normal voltmeter (50Hz). It is possible to measure it with a scope. Two chanel: Pin 9 against ground and Pin11 against ground Then subtract Chanel2 from Chanel1. I guess the SMC10 has no defect. Check the errormessages with starter and check your resolver data. If it is no Siemensresolver, it must fulfill the requirements in the manual. Chapter 8.4.7 Technical Data ü = 0,5 ; ......
