I have the S7-1500 1516F-3 PN/DP (6ES7 516-3FN02-0AB0) and I want to use it with Openness API.

In TiaPortal I have buttons for "start CPU" and "stop CPU" and I want to do that in a C# program using OpennessAPI. In the official documentation in chapter 5.11.1.8 there are code examples that show how this is accomplished, but it seems like it's only possible before and after a download.

Is it also possible to start and stop the CPU without doing a download?

I am asking, because when I want to do the download, I get an exeption that says "Loading or overloading fail-safe data in Openness is not permitted." (or in German: "Laden oder Überladen fehlersicherer Daten mit Openness ist nicht erlaubt."). Am I right? So does that mean, I can't start or stop the CPU via OpennessAPI?
