Hello vorapob; You will find many sites that discuss the relationship between torque and tension, such as this one: https://www.mudgefasteners.com/fastener-help-articles/determining-torque Basically, understand that torque is a rotary force expressed in ft-lbs, and that you need a force of some king to apply tension (a stretching force, in lbs). to a material.
