the manual SIMATIC STEP 7 Basic/Professional V17 and SIMATIC WinCC V17 > Licensing STEP 7 and WinCC says:

"WinCC Runtime Professional"-license is valid for WinCC Runtime Professional.

So for WinCC RT Advanced you need the Advanced.license.

You have to seperate between Runtime and Engineering Licenses:

Engineering: here a WinCC Professional License can be used to programm also WinCC Advanced and below

Runtime: You need extra Runtime licenses for each different WinCC System like Advanced, Professional or Unified
