I also have the same problem.

I have 1214 DC DC DC cpu 4.5 AND KTP700 Basic PN 15.1.0.0.

When I connect them directly via profinet ports there is no any problem.

But when I try to connect them via ethernet switch. I have Error 190011 Value could not write to the PLC. 

What should I do?

So if you connect directly the communication between PLC and HMI runs properly?

Which Switch do you use? is it a managed switch? perhaps something is blocked...

Do you have another switch that is unmanaged?

if you connect both to the switch, can you do a ping from your engineering PC to both devices?
