winder-unwinder control

I have to maintain line speed constant & also maintain line tension constant. According to my knowledge unwinder will be in speed control mode and winder will be in torque control mode. is it correct??? if not correct then please give me solution... To maintain line tension constant what should i do...??? Thanks regards, sacheen
