You can force outputs using tia portal's force tables while online with a PLC (real or simulated).

You can simulate inputs using tia portal's PLC simulator.

What do you really want to do?  FORCE is a very specific action on Siemens PLCs.  If you use it for inputs, then you mean SIMULATE.

You can build a simulation table to simulate inputs over time and then monitor the PLC logic's reaction to those input changes.

    It would be helpful if you could tell me whether the force option is available in TIA portal V18 simulator like it is in Step7 simulation. I have attached images of both.
