Can i connect siemens touch panel that supports ethernet to Allen Bradley PLC 5/40 E directly 

don't know what "PLC 5/40 E" is, but according settings (TIA V15) you can connect it to SLC, MicroLogix, ControlLogix, CompactLogix.

To add to Pr. Frink's answer, here is an extract from the Comfort Panels (examples: KP400 Comfort, KP 1200 Comfort, TP1200 Comfort, TP 1500 Comfprt, all programmed with WinCC v15.1 now, TIA Portal) system manual, specifically in the Technical Information section, Communication with Controllers.

Many Siemens panels offer similar communication properties with Allen-Bradley controllers, you must first select the type of panel you want to use, then look up its technical information to see what connection is available. We can help you at this stage.
