The instruction compares the current signal state of “Clock_10Hz” (M1.0) with the signal state of the previous scan, which is saved in an edge memory bit "memory_10Hz.

If 10Hz is actually applied to marker M1.0, this will happen every 100ms. That the contact is active for one PLC cycle. If the PLC cycle is longer than 50ms, this will not work properly.
