How do you manage users in a redundant system? Because I even cannot use them.

So system setup is: Server1 (Primary), Server2 (Standby), Client1, Client2.

Server1 and Server2 have the same users created in WinCC Explorer. (Admin, Operator,Client1 and Client2). With Client1 and 2 users, the clients pcs (Client1 and Client2)  connect to server using "Interconnect", in Simatic Shel. After connecting client and starting application runtime (using interconnect), if I try to login using Operator or Admin nothing happens.

And so, I've tried using another project created as Client Project (New Project), and then importing Server Package. Still nothing.

It is required in my tasks to do so. Because I cannot let operator just interconnect to application using ID and password(to start runtime). In runtime, the user must have at least 3 hierarchy-level of authorization. Meaning operator can do something, Engineer can set data and Admin can change users password/create new user (by the way, managing users from a client pc and the updating all machines seems imposible in WinCC, if anyone found a solution, please share! *).

* I've tried from Server1 to Server2 to manage online changes of users, seems you get stuck with a dialog for importing data.
