What is the LED that flashes exactly? Does anything appear on the monitor or is anything displayed? What IPC model exactly is it, can you indicate the reference?

A priori, it seems that the IPC gets stuck in the later phase of the BIOS. This could mean that some important hardware component is unreachable or defective.
