Hello; May I suggest you start with a bit of reading? The system manual for Siprotec 4 relays is available in the followig link, it provides a lot of good information on that family of protection relays. The manual is available in German also, if that makes your life easier, open the link Langages and Countries in the links below,, available versions of the manual are shown at the top of the page..
https://support.industry.siemens.com/cs/ca/en/view/109742467 You will need to install the DIGSI 4 software in order to configure and operate the Siprotec relays. It is a licensed software, but Siemens offers a Trial download for DIGSI 4, fully functional for 30 days; once the trial license expires, you are expected to purchase the full license from your nearest Siemens distributor.

You will need to download the manual for the relay you wnat to control (use the search box at the top of this page, with the part number of the relay as a search term) for more informgion, and you will need to look up th device driver for the communication link you want to install on this relay (they are available on the download link above).
