The screenshot you show provides some information on your system and active diagnostic LEDs, but does not give details on what issues you are facing.

For example, it looks like you are working with  S7-417-4H CPU presenting both IntF and BF faults  but you do not state whether this is a redundant system. You are also working with a CP 443-1 presenting an IntF LED. The screnshot does not give indications of why these LEDs are active.

It would be useful if you could attach:

- a screenshot of your HWConfig, if possible opened Online, which would show the status if your CPU and modules.

- the contents of the diagnostic buffer of your CPU, using the Save As button you will see in the buffer screen, to generate a complete backup as a text file. Post the diagnose.txt file here so we can examine the issues reported by the CPU.

You seem to have a number of issues to fix in order to make your system functional. Let's start with the CPU number switches.

By the way, how are you warned that the rack number is not correct? When you have a warning message it would be useful for us to see it, sometimes they contain information that we can use to help you out. Take a screenshot of the message and post it here for us to examine.

Here is the system manual for S7-400H systems  for version 4.5, it should correspond to your S7-417-4H CPUs.

It will open on the page discussing the hardware setup of the CPUs: look at point 2.

"2. Set the rack numbers using the switch on the rear of the CPUs". 

So power down one power supply  remove the CPU and look for the switch behind that CPU. One switch has to be set  to 0, thus this CPU will act as primary CPU. Replace it in the rack and power it up. The other CPU must be set as standby  its switch has to be set to 1; proceed the same way you did on the primary. Place the second CPU back into the rack and power it up. 

Tell us if this resolves the rack number issue. If it does, do you now have access to the CPUs over Step 7?

You are trying to upload the hardware configuration of this S7-400H.

You do not have the original system project on your programming device? I ask because the memory card you show on the CPU, in your earlier screenshot, is a SRAM card., which requires battery backup to maintain the data it contains. If the batteries are depleted (and you lose power) or the system has been left disconnected for a long period of time it might just be that you have lost all traces of the program in the CPU memory.

That could explain the atypical combination of diagnostic LEDs on the CPU.

Why don't you tell us more about this S7-400H system and its history?

If you have the original Step 7 program on your PC you shuld not have a problem uploading/downloading to the PLC. Follow the suggestions found here:

First thing, I do not recall you mentionning the ype of connection you want to use between your programming PC and the PLCs. How do you plan to connect in order to transfer the program?

There are many ressources you can research both n the frum and on the web, here is an step-by-step example of a Download procedure for a S7-400 CPU with RAM memory card:

Note that if you are working with a S7-400H system (with RAM memory cards) then all you have to do is to downlaod to the primary CPU as in the procedure, the fiber-optic link between the CPUs will transfer the user program to the standby CPU automatically on the first scan.
