Right mouse on HMI folder >Compile>Rebuild All, should take care of it. 

I got this message

Recompile all didn't work, restarting windows did work

debriefing: I was using "Start Simulation" for the HMI on my engineering station and my previous simulation hadn't closed down cleanly leaving a file locked

I am having this exact same issue with TIA V13 SP2 UPD4

Software Rebuild gives me the exact same result

We all seem to be having the same issue across different versions 

I have made sure the access to the project path is fine.

So what is the problem?

I am going to rebuild my engineering PC this evening to try resolve the issue

I have encountered this problem a few times, which I have been usually able to resolve by hitting the 'compile all' before simulating/deploying the project :)
