problem:

when the system power on, some F-I/O modules were passivated. the reintegration have to be implemented. why this happened? how to solve this problem.

 Thanks for your support! The system was running normally several weeks ago. The DIP switch is correct. 

the system was located in another city. i couldn't access the system remote.

have a look online. The modules will tell you what they are complaining about.

When you don´t know what they are trying to tell you, you can find a description in this manual:

Don´t forget to assing the Profisafe address with the DIL switches on the back.

I got more detail information as below:

1) all the distributed  F DI & DO modules were passivated after the machine power on. (Normally, the reintegration should be done automatically during the CPU star-up, and in the software there is the program to reintegrate  the all F DI&DO by FB219 during the first loop. ) you can check the attachment. 

2) There was no any diagnostic information in the CPU and modules.

I want to know why the reintegration action couldn't be implemented after the CPU start-up.

I guess that it could be the profinet communication take too much time to back to normal during the starup. So when the software try to reintegrate all the F modules, the PN communication shill not come back. If like this, is there any parameter that i can modify to make the software running after the PN communication back normal.

 In the CPU start-up page, those parameter could impact?
