Logo! 8: need to convert tractor moving speed into meters per second

Hi guys , I am hitting a wall. Using a LOGO 8 with an analog output card and LOGO TDE. I'm getting a frequency input that gives me the speed at wich the tractor is moving. Now 48Hz = 1mph I need to convert that to meters per second in order to determine how fast my seed distrubuting discs need to turn wich I'm controlling their speed with an analog output. So for every 5meters I need 1rpm. I also need to increase or decrease to speed manually for finer callibrations if needed by using the function keys on the TDE display. It's hard to say and recommend that But I will put a diagram here and maybe it will give you more ideas. Attached..
