modbus Rtu 1200plc card didn't flash

I have a similar problem, but the modbus Rtu 1200plc card didn't flash although I adjusted both devices, the plc and the meter.the flash light didn't work and so it gives me busy.

If you have a solution please advise. 

 this problematic isn't easy and requires more specific cfg. Your description of problem is very  weak so if you expect answer from users here, you need share some cfg and code snippets. ZIP pls all relevant screenshots and attach here with new post, with better description what is your goal we can help then maybe better. In case of not flash LEDs indications I expect no correct cfg of comm module, especially COMM_LOAD block and next procedures. I recommend read help how to configure and work with blocks. Modbus protocol knowledge is highly required here also. I see problem in your message because in this topic is MB TCP problem with questions but your message point to MB RTU protocol probably.
