Problem With PID 3Step CPU 1214 DC-DC-DC

Dear Experts,

I am doing a temperature control, I have one PT-100, one PLC - 1200 DC-DC-DC, the actuator is a valve with servo motor (AC motor - 220 Vac) and two end switches, so I chose the PID 3 Step like the best option, basically the problem is in the autotuning because the pulses generated by PID 3 Step, are insufficient for move the motor, the motor vibrates, but the axis doesn't move, I changed the interrupt frequency, and the axis moved, continuously, but when I want to make the auto tuning the system does not start, I don't know if, I am doing something wrong, perhaps the problem is in the initial conditions, because the machine has a regulator control, but is too old, machine can not interrupt, the process is of 24 hours and 7 days, I removed the machine regulator and placed the PLC, whereby the initial conditions are not ideals, the machine was already hot when, I did the auto tuning,

Please, I will be grateful if you my dear experts can help me,

I don´t know, Which are the initial conditions? and if this influences in the auto tuning, and How I change the frecuency of the pulses in the output?
