Template screen is buried in the background

In online help, there is description with regard to the order of configuration of screens, as below. Template screen is buried in the background. If any elements on template screens are covered by any screen elements, there is no way to access them. ------------------------------------------------------------------------------------------ Split from Putting Template screen elements on top layer?.
