If you want to use VM14 for testing purposes or even temporary development of a project, you can use without problems...I mean that you can engineer a project, but when it is running in the plant, you have a dedicated ES station according to the specifications. VMware is not released. However, if you want to virtualize a plant, you cannot use (at least it is not released) VM14 or any other VM workstation. You need to use vSphere V5.5 (for PCS7 V8.1 SP1). The difference between VMworkstation and vSphere is that vSphere does not have an host OS. You are working directly on the hardware layer. With VMworkstation, you always have a host OS and a guestOS.
