WinCC V7.3 and PORTAL V13 SP1 PRO install in Windows7 ,is it OK ?

which TIA Package you mean?
WinCC V13 SP1 Professional can't be installed if WinCC V6 or V7 is installed.

Step7 V13 Sp1 Professional can be installed with WinCC V6 or V7 on the same system.

depands on which TIA Conponents you have installed , and please answer questuions!

For startdrive you need no installed TIA Portal, you can install it directly on the system with WinCC V7 and Step7

i do not install PORTAL PRO with WinCC verson .

install WinCC V7.3 / STEP7 PORTAL V13 SP1 / STARDRIVE V13 SP1  /WinCC ADV V13 SP1 .
