I dont have any back configuration from the panel and now the panel touch screen unable to use anymore, do you have any idea on how to do it?

 You have to call the programmer who made the panel or if you know the machine is running and if you are able to do a panel must make a new one . Or maybe if you can get it repaired or maybe it is the power, the monitor I do not know, the configuration is not touched , if you send to repair in Siemens usually they back to factory reset .

For me NO, if you can't backup from old TP 170B no way, you need a original project,

the only solution in your case in my opinion is to call the programer of your panel ore to fixed the old panel. because if you dont have the old backup is not possible to use the new panel.
