If the message "Failed to submit" is displayed, the TDE has no connection to the LOGO!. And if the TDE doesn't has connect to the LOGO!, how should it then can Change settings in the LOGO! ? You have to enter in the LOGO! Selection menu of the TDE the IP address of the LOGO!, so that the TDE knows what address it is to connect to the LOGO!.
