I have a similar issue:

I'm using TIA Portal V15.1 and cannot add HSP0245 IOT2000EDU 1.1 ?

Therefore, when I do 'Add new Device',  there is no choice for selecting it as stated at page 20/92

"PC systems > SIMATIC IOT2000EDU" > "6ES7 671-0LE00-0YB0"

Note: I've already installed IOT2000EDU v1.1 on my IOT 2040 and I can connect to it using Web browser on port 3000.

I assume you are using the HSP with .isp15? 

That is for TIA Portal V15, for V15.1 you need a different one.
