WinCC V7.5 + SP2 + Upd9

The Alarm type selection button banner, ButtonsC.PDL, disappeared on the alarm page in WinCC run time.  This is the button banner that allows you to switch between new, old, gone, active, journal, hidden, etc alarm pages. 

I thought I found the option to add it back in the OS Project Editor on the Message Display tab and check marked the "Create / update group displays" under Group Display Hierarchy.  But when I click Apply, it fails and has the error "An error occurred while configuring the runtime system."  

** Error**: Internal error: SSMConfigurator.ccp(9986), hr = 0x80046211.

Looks like it fails on the Creates / updates the structure tag '@Diag_*_Overview'

The help on that says to go into Tag Management and blow those tags away so the system can recreate them but they are protected read only and you can't delete them.

Looking for a solution that will get my alarm banner back and fix this internal configure error.

I went through and closed out WinCC, ensured the SQL Databases were up and running, did the reset_wincc.vbs script, ensured all the users are assigned to the correct groups in computer management, and reset the PC and then opened only WinCC Explorer and went to the OS Project Editor and it produced the same error.

This issue is occurring on both the primary and the standby OS.   I am in the process of taking an archive of the project and retrieving it on my stand alone system to see if it occurs there.  Maybe this will let me know if it is on the PC Windows setting/SQL side or the project side.

The mentioned error occurs when some of the application is open or being used in background by system and OS project editor tries to make some changes to them.

I will advise you to restart your system. Don't open anything else except PCS 7-> winCC and then run OS project editor again.
