Based on the technical data of SoftNet IE v13, it is released Fot windows Server 2008 and 2012.

For confirmation, you can use the Siemens Compatibility Tool; in this case, the Compoatibility tool does not allow the selection of any version of Windows Server 2016 for evaluation onf the Simatic Net V13 software (this includes your SoftNet IE package).
