solution to the problem:

1) The WinCC Connectivity Pack must be install and licensed to be able to use OPC UA

i got the same problem and tried all method mentioned above, but not working.

i'm using PCS7 and finally i found there is one component missing during installation, see attached pics. After installation the WinCC OPC UA Server, all work well!

BTW, the installation of WINCC UA Server will automatic config the DCOM.

The default WINCC UA Server service is listening port 4862. You can use Windows command "telnet hostname 4862", to test if connection is good. Once the telnet works, you need config the certificate for OPC Client to connect to OPC UA Server..
