I am not an expert on the Moxa device nor the barcode scanner. However, looking at the Moxa manual, it looks likely that you could communicate with the Moxa device using S7-1500 OUC communications blocks and a configured TCP connection on the PLC side and the Moxa device in TCP client mode or TCP server mode. If the Moxa is a TCP server, the PLC should do active connection establishment. If the Moxa is a TCP client, the PLC should be the passive side of the connection. Once the connection is established (using TCON or TRCV_C block), you can use the TRCV or TRCV_C block to receive barcode data at the PLC.
