Help with alarm detection / velocity

Can anyone give me an example of the logic I should use to calculate speed and receive alarms? In attachement I send the controller datasheet. Or, are you even using a PLC? There are frequency to voltage signal conditioners available that convert the 30 PPR motor speed input into a voltage. From there, the voltage can be scaled as needed into RPM by whatever device is interpreting them. Back up, let's start with the most important question: what device is going to be connected to the I/O connector with the motor control and feedback?
