i have same issue but one thing to add. 

IO device failure -  (what this means?)

My PLC seams to work fine (simple test program working) but red error light blinking all the time.

 Hello,

This means you have a problem in IO Device.

(In project in CPU, there is an IO Device, probably it is not available )

Are you using Remote IO stations?
